@Czechinopino: When he was cutting & prepping the peppers, he cut slits in the bottom so a lot of the fat could drain out. However, w/most beef products, fat=flavor so you don’t necessarily want all of it removed. You can also use leaner forms of ground beef (i.e. ground round) but you end up w/a drier, less cohesive, less flavorful & more expensive (regular ground beef or ground chuck are less expensive than ground round or ground sirloin) mixture if you do.

It depends on how …
It depends on how full you pack the filling into the pepper as to how dense it becomes. The more you pack it, the firmer/denser the filling. Also, the more full you pack the pepper, the longer it’s going to take to fully cook the center of the filling. Actually, my mother used her meatloaf recipe when making stuffed peppers & all of the different stuffed pepper recipes I’ve had always had a denser meatloaf consistency to them. However, you can always adjust the recipe to suit your tastes.

@MFSherlock: After it’s cooked, you take a knife & fork, cut the pepper apart & eat w/the meat filling. It’s not meant to stay elegant & neat as you eat it. They’re really tasty, too! There’s also different variations on the filling (i.e. my Mother makes her filling essentially the same as her meatloaf recipe using crumbled crackers instead of the rice) but traditionally, here in the states, if you order stuffed peppers, you get the beef/rice filling like this one. The rice should be uncooked, much more than the beef, and with no cheese.
Then the entire stuffed peppers are cooked IN boiling chicken broth as they absorb the flavors…. at the end you bake them a bit.
